Reading tender results
Where does award data come from?
Buyers publish an award or result notice after the financial bids are opened, naming the successful bidder and the accepted value. Avsar collects those notices and normalises them into a comparable set, same category, same buyer, same value band, so a bid can be priced against evidence rather than instinct.
What does the discount column mean?
It is the winning bid measured against the buyer's own estimated value. A discount of −12% means the winner quoted 12% below the estimate. A positive figure means the award went above the estimate, which happens on specialised work with a thin field.
Why does bidder count matter more than price?
A 14-bidder field and a 3-bidder field are different markets. The same discount that wins a crowded tender leaves margin on the table in a thin one. Reading the field size before quoting is usually worth more than shaving another percent off the rate.
