Privacy Policy

1. Who we are

Avsar is a private platform operated in India that indexes publicly published government tender notices and provides analysis tools to bidders. We are not affiliated with, endorsed by, or operated by the Government of India, any state government, any public sector undertaking, or any e-procurement portal.

2. What we collect

Account information. Your name, work email, company name and role. This is what identifies your workspace.

Company DNA. The commercial profile you enter, CIN, GSTIN, PAN, Udyam number, MSME class, three years of turnover, net worth, solvency limit and its expiry, contract value band, categories and states. Every eligibility verdict is computed against this, which is the only reason we hold it.

Documents you upload. Statutory certificates, work orders, financial statements and anything else you place in the document vault, together with their issue and expiry dates.

Usage data. Which tenders you viewed, saved or added to your pipeline, and your saved searches. This drives matching and alerts.

Technical data. IP address, browser type and page timings, retained in server logs for security and performance monitoring.

3. What we never collect

We do not ask for and cannot accept your digital signature certificate, your government portal login credentials, or your banking credentials. Bid submission on a government portal must be performed by your own authorised signatory under their own DSC. Any service that offers to submit on your behalf is asking you to hand over a legal instrument; we will not.

4. Why we process it

• To run the eligibility engine and produce clause-cited verdicts.
• To match live tenders to your categories, states and contract band.
• To send the alerts you configured, on the channels you chose.
• To track document expiry against your live bid deadlines.
• To maintain your EMD register and generate refund-chase letters you send yourself.
• To bill you, where you are on a paid plan.

5. Public data on this site

Tender notices, buyer organisations, award results and the names of winning bidders shown on the public pages of this site are compiled from notices published by government buyers. They are not sourced from any bidder's private records. If your firm appears with incorrect details, or two spellings of the same firm appear separately, write to us and we will correct or merge the record.

6. Who we share it with

We do not sell personal data. We share it only with infrastructure providers necessary to run the service, hosting, database, email and messaging delivery, and payment processing, each under contract and only to the extent required. We do not share your Company DNA, documents or pipeline with any government buyer or any other bidder.

7. Retention

Account and Company DNA data is kept while your workspace is active. Vault documents are kept until you delete them; superseded versions are retained so that a bid already submitted against an older certificate remains auditable. After you close your account, your data remains exportable for 90 days and is then deleted, except where we are required to retain invoices for tax purposes.

8. Your rights

You can access and correct your data from within the workspace, export everything as CSV and JSON from the settings page, and request deletion at any time. Where you are in a jurisdiction that grants additional rights over personal data, we honour those rights on request.

9. Security

Data is encrypted in transit and at rest. Access to production data is limited to personnel who need it to operate the service. We will notify affected users without undue delay if a breach affecting personal data occurs.

10. Cookies

We use a session cookie to keep you signed in and to remember your interface preferences. We do not use third-party advertising cookies or cross-site tracking.

11. Changes

If this policy changes materially, we will notify workspace owners by email before the change takes effect. The date at the top of this page always reflects the current version.
