1. No government affiliation

Avsar is operated by a private company. It is not a government website, not an official procurement portal, and has no association with the Government of India, any state or union territory government, any ministry or department, any public sector undertaking, or any of the e-procurement portals whose notices it indexes.

Names, abbreviations and reference numbers of government bodies and portals appear on this site purely to identify the source of a published notice. Their appearance does not imply sponsorship, endorsement, partnership or approval of any kind. We do not collect fees on behalf of any government body, and we cannot register you as a bidder anywhere.

2. Tender information is compiled, not authoritative

Every tender, award and organisation record on this site is compiled from notices published in public by the buyer. We index them, normalise them into a common structure and present them alongside each other. In doing so, information can become stale, incomplete or wrong:

• Notices are amended by corrigendum, sometimes hours before closing.
• Deadlines are extended, and occasionally brought forward.
• Tenders are cancelled or retendered without a separate notice.
• Source portals publish incomplete fields, or go offline entirely.
• Our ingestion runs on a schedule and is not instantaneous.

Where our record and the official portal disagree, the official portal governs, without exception. Always open the notice on the portal that published it, read the current corrigenda, and confirm the closing date and time before committing anything.

3. AI analysis is decision support

Our eligibility engine extracts criteria from the tender document and checks them against the company profile you entered. Each verdict cites the clause and page it was derived from, and states a confidence figure. That is deliberate: it is designed so you can check our reasoning, because our reasoning can be wrong.

An eligibility verdict is not:

• a legal opinion, or advice from an advocate or a chartered accountant;
• a guarantee that a technical evaluation committee will reach the same conclusion;
• a prediction that you will win, or a valuation of what you should bid;
• a substitute for reading the tender document.

Technical evaluation is carried out by the buyer's committee applying its own reading of its own notice. Committees differ on what counts as “similar work”, on which relaxations they grant, and on how strictly they treat an attestation. Where a criterion turns on that judgement, our product marks it as a judgement call rather than returning a verdict, take those to the pre-bid meeting and get the answer in writing.

4. Pricing and award data

Award figures, discount percentages and bidder counts are taken from published result notices. They describe what happened on past tenders. They are not a recommendation of what to quote, and past award prices do not predict future outcomes. Any bid you submit is your own commercial decision, made on your own cost sheet.

5. Company names on competitor pages

Firm names on award and competitor pages appear exactly as the buyer published them. Spelling variants of the same company can therefore appear as separate entries, and a name may be recorded with an error made at source. Nothing on those pages is sourced from private records. If a record concerning your firm is wrong, write to us and we will correct or merge it.

6. We never submit bids or handle your DSC

Submission on a government e-procurement portal must be performed by your own authorised signatory using their own digital signature certificate. Avsar does not request, store, or use a DSC, a portal password, or banking credentials, and it cannot upload a bid on your behalf. Any person or service claiming to do this for you through Avsar is not acting for us, report it to us immediately.

This site links to government portals and other external websites so you can verify what we show you. We do not control those sites and are not responsible for their content, availability or practices.

8. Limitation

To the extent permitted by law, Avsar accepts no liability for lost bids, lost contracts, rejected tenders, forfeited earnest money, or any indirect or consequential loss arising from reliance on information or analysis on this platform. This disclaimer is read together with our Terms of Service.
