Getting started

What Avsar is, what it costs, and what it needs from you.

What is Avsar?+

A platform that indexes publicly published Indian government tender notices, reads the tender document to check whether your company qualifies, and shows what comparable work has actually been awarded at. It also tracks your earnest money deposits until they come back.

Is it free?+

Search is free permanently, with no card. That covers every portal we index, all filters, and full tender detail. The paid plan buys the analysis layer: unlimited eligibility checks with citations, award intelligence, competitor profiles and the EMD treasury.

What do I need to enter before it is useful?+

Three years of turnover, one completed work order, and your GST and Udyam numbers. That is enough for the eligibility engine to return real verdicts instead of questions. Everything else on the Company DNA page improves confidence rather than being required.

Do you work for buyers or for bidders?+

Bidders only. We do not publish tenders on behalf of any department, we do not take fees from buyers, and we are not a procurement portal. That is a deliberate position: it means nothing on the platform is written to please the other side of the table.

Eligibility and the AI

What the analysis does, and where it stops.

How does the eligibility check work?+

Every criterion in the notice is extracted as a structured requirement: turnover thresholds, similar-work value and look-back window, solvency limits, document formats, registration classes. Each one is then tested against your Company DNA and your document vault, and the result cites the clause number and page it came from.

Can I trust the verdict?+

Treat it as decision support, not a guarantee. Every verdict carries a confidence figure and a citation precisely so you can check the reasoning. Technical evaluation is done by the buyer’s committee applying its own reading of its own notice, and committees differ.

What happens when the AI is not sure?+

It says so. Where a criterion turns on the buyer’s discretion, such as a relaxation under GFR 2017 Rule 173(i) or whether your work counts as "similar", the product returns a judgement call rather than a verdict, and tells you to get the answer in writing at the pre-bid meeting.

Does it handle scanned tender documents?+

Yes, scanned notices are OCR-processed before extraction. Where confidence on a numeric threshold is low, the criterion is flagged for human review rather than silently guessed.

EMD, fees and MSME benefits

The money side, and the exemptions most bidders leave unclaimed.

Are MSMEs exempt from EMD?+

Micro and small enterprises registered on the Udyam portal are exempt from earnest money deposit and tender fee under the Public Procurement Policy for MSEs 2012. The exemption is claimed by attaching your Udyam certificate. Buyers do not apply it for you, which is why the product surfaces it on every matched tender.

When should EMD be refunded?+

To unsuccessful bidders after the financial bids are opened, and to the successful bidder once the performance guarantee is furnished. Departmental manuals set the outer limit. In practice it moves when somebody asks, which is what the treasury module exists to make easy.

What is the difference between EMD and a performance guarantee?+

EMD is submitted with the bid to show you are serious, and is refundable to everyone. A performance guarantee, usually three to ten per cent of contract value, is furnished only by the winner after award, and stays until the defect liability period ends.

Bank guarantee or demand draft for EMD?+

A demand draft ties up the full amount as cash. A bank guarantee ties up margin money and charges commission for the whole tenor. Which costs less depends on your cost of capital and the tenor, and the treasury module tracks the commission you have actually paid.

Portals and submission

Where notices come from, and who presses submit.

Which portals do you cover?+

GeM, the Central Public Procurement Portal, GePNIC, CPWD, IREPS, Defence procurement, every state and union territory portal, and the major PSU systems. Coverage grows as we onboard sources.

Do I still need to register on the government portal?+

Yes. Each portal maintains its own bidder registration and its own digital-signature enrolment, and a bid must be submitted on the portal that published the notice. Avsar aggregates the notices and prepares the pack; it cannot register you anywhere.

Will Avsar submit the bid for me?+

No, and it never will. Submission requires a digital signature certificate issued to your authorised signatory. We do not ask for it, store it, or use it. A DSC is a legal instrument that binds your company, and any service offering to hold one for you is asking for something it should not have.

How quickly do new tenders appear?+

Notices are ingested on a schedule and appear shortly after publication on the source portal, with the eligibility verdict computed before the alert is sent. Always confirm the closing time on the official portal before you bid.

Data and competitors

Where award and competitor information comes from.

Where does award data come from?+

Result notices published by the buyer after financial opening, naming the successful bidder and the accepted value. Nothing is sourced from private records, and no bidder submits anything to appear in the corpus.

My company is listed with the wrong details+

Names appear exactly as the buyer published them, so spelling variants of one firm can appear separately. Write to us with the award reference and we will merge and correct the record.

Can competitors see my data?+

No. Your Company DNA, documents, pipeline and EMD register are visible only to users you invite to your workspace. The public competitor pages are built solely from published award notices.
