The Avsar app is coming soon

Open avsar.app in Chrome or Safari on your phone and you get the same site a desktop gets, not a cut down version. The live tender list filters on a small screen, and so do the pages for states, work categories, source portals and buying organisations. Each notice opens with its reference number, its closing date and a link back to the government portal it came from, which is the page you actually need when someone rings you from site and asks whether a bid is still open.

The award data and competitor pages work the same way, so a quick check on who has been winning similar work in that district does not have to wait until you are back at a desk.

All eight calculators are built for thumbs. The EMD calculator and the bid capacity calculator are the two most people open in a car park before a pre-bid meeting.

On both Android and iOS you can add avsar.app to the home screen from the browser menu, which gives you an icon and a full screen window without an install.

Save a search in the workspace and a matching notice reaches you on WhatsApp when it publishes. Avsar refreshes its index every minute, so a notice that appears on a state portal at eleven in the morning does not wait for a midnight digest.

The thing that decides whether the alert is useful is how narrow the search is. A saved search built only on a broad keyword like "construction" will send you notices from every state on the list, and you will stop reading it inside a week. Build it the way you actually bid: one or two states, the work category you are registered for, and where it matters the specific buying organisation. Two or three narrow saved searches beat one wide one.

Amendments matter as much as new notices, so read what a corrigendum changes before you rely on a date you noted last week.

Four things are genuinely better native than in a browser tab, and they are the reason we are building it at all.

A push notification that carries the eligibility verdict already computed, so the lock screen tells you whether the notice is worth opening. The clause by clause eligibility check against your company record, readable on the way to a meeting. Your EMD and guarantee register, so you can see what capital is committed without ringing your accounts person. And a document vault cached on the device, which is the one item on the list that a browser cannot do properly, because the counter at a pre-bid meeting is usually where the signal disappears.

What the app will not do is bid for you. Submission happens on the government portal, signed with your own digital signature certificate, and Avsar neither holds a DSC nor uploads anything on your behalf. That is a deliberate line, not a missing feature. Submitting a tender online sets out the steps that stay yours.

Search for a tender app in India and the results mix the government's own e procurement portals with third party products. Worth being clear about which one this is. Avsar is a private platform. It is not affiliated with, endorsed by or partnered with any government department.

What it does is index live notices from NIC's Central Public Procurement Portal, the state procurement portals NIC aggregates, and GeM, across every state and union territory and hundreds of buying organisations, and link each notice back to the portal it came from. Sources and coverage lists the portals, and status shows what is currently fetching cleanly.

The public list feeds are thinner than most people expect. They carry the title, the organisation and the dates, but not the estimated value, the EMD or the eligibility criteria, because those sit inside the tender document. That is why Avsar reads the document itself and cites the clause and page behind every verdict, and why reading a tender document is still a skill worth having.

No launch date has been announced, and none will be published until we are sure of it. A date on a marketing page that slips by two quarters is worse than no date.

There is no pre registration form here and no waiting list to join. Account holders will be told first, and since searching tenders is free either way, an account costs you nothing to hold. Pricing sets out what the paid tiers add.

One practical warning. Because nothing has shipped, any Play Store or App Store listing using the Avsar name today is not ours. The only Avsar you should be signing into is avsar.app in your browser.
