Terms of Service

Avsar provides decision support, not a legal opinion or a guarantee of qualification. Every eligibility verdict cites the clause it was derived from, read that clause in the tender document before committing an EMD. Bid submission is always performed by you, on the government portal, under your own digital signature certificate.

1. The agreement

These terms govern your use of the Avsar website and workspace. By creating an account you accept them on behalf of the company you represent, and you confirm that you are authorised to do so.

2. What the service does

Avsar aggregates publicly published government tender notices, extracts their eligibility criteria, checks those criteria against the company profile you provide, compiles published award results into a comparable set, and helps you track documents, deadlines and earnest money deposits.

3. What the service does not do

  • It does not submit bids. Submission on a government e-procurement portal must be performed by your authorised signatory under their own digital signature certificate. We do not ask for, store or use your DSC.
  • It does not give legal advice. Analysis of an eligibility clause is an interpretation, not a legal opinion, and does not create a professional relationship.
  • It does not guarantee qualification or award. Technical evaluation is performed by the buyer's committee applying its own reading of the notice.
  • It is not affiliated with any government body. Avsar is a private platform, not endorsed by or operated by the Government of India, any state government, any PSU, or any e-procurement portal.

4. Accuracy of information

Tender data is compiled from published notices and is provided as-is. Notices are amended by corrigendum, deadlines are extended, and portals occasionally publish incomplete information. You are responsible for verifying every notice, its corrigenda and its closing time on the official portal before bidding. Where our record and the official portal disagree, the official portal governs.

5. Your responsibilities

  • Provide accurate information in your Company DNA, every verdict is computed from it.
  • Keep your account credentials confidential and your team roles current.
  • Verify the cited clause in the tender document before acting on a verdict.
  • Comply with the tender conditions, portal terms and applicable procurement law.
  • Do not scrape, resell or redistribute the data on this platform in bulk.

6. Acceptable use

You may not use Avsar to misrepresent your eligibility to a buyer, to submit information you know to be false, to interfere with another bidder, or to circumvent the access controls of any government portal. Accounts used for any of these are terminated without refund.

7. Fees and billing

Search and the free-tier allowances cost nothing. Paid plans are billed monthly in advance, exclusive of GST, against the GSTIN on your account. You may cancel at any time from the settings page; cancellation takes effect at the end of the current billing period and no pro-rata refund is issued for a partial period.

8. Your data

Your Company DNA, documents, pipeline and EMD register remain yours. We process them only to provide the service, as described in the Privacy Policy. You can export everything at any time.

9. Availability

We aim for continuous availability but do not warrant uninterrupted service. Planned maintenance is notified in advance where practical. Ingestion depends on source portals, which are themselves intermittently unavailable.

10. Limitation of liability

To the extent permitted by law, Avsar is not liable for lost bids, lost contracts, rejected tenders, forfeited earnest money, or any indirect or consequential loss arising from use of the service. Our aggregate liability in any twelve-month period is limited to the fees you paid in that period.

11. Third-party names

Names of government departments, public sector undertakings and e-procurement portals are used for identification and reference only. Their use does not imply any affiliation with or endorsement by those bodies.

12. Termination

You may close your account at any time. We may suspend or terminate an account that breaches these terms. On termination your data remains exportable for 90 days.

13. Governing law

These terms are governed by the laws of India, and the courts at Mumbai, Maharashtra have exclusive jurisdiction over any dispute arising from them.
