Work Order or Completion Certificate: Which One Proves Your Experience
Why a work order rarely satisfies an experience clause on its own, what a completion certificate must state, and how to obtain one years after the work finished.
A similar-work clause asks about completed work. A work order proves you were awarded work. Those are different facts, and the gap between them is where a large share of technical rejections sit.
What each document proves
A work order or letter of award establishes that a client engaged you for a described scope at a stated value on a stated date. It says nothing about whether the work happened.
A completion certificate establishes that the work was executed and completed, usually with the completed value, the dates of commencement and completion, and a statement that it was completed satisfactorily.
An experience clause asking for completed work is asking for the second. Submitting the first, on its own, invites a rejection.
What a usable completion certificate states
The elements evaluators look for:
- The name and description of the work, in enough detail to assess similarity
- The completed value, which is the figure the value test will be applied to
- Commencement and completion dates, which decide whether it falls inside the lookback period
- A statement that the work was completed satisfactorily
- Issued by the client, on their letterhead, signed by an officer of adequate seniority
The two most common deficiencies are a missing completed value and a missing statement of satisfaction. Both turn a certificate into a document that raises a question rather than answering one.
Getting one for an old work
This is the hard case, and it is common: a work completed four years ago, no certificate obtained at the time, and the department has since seen three transfers.
What works:
- Write to the office, not to an individual, quoting the work order number, the name of the work, the completion date and the final bill reference.
- Attach what you have: the work order, the final bill, measurement book references, payment evidence.
- Ask for a certificate in a specific form, and enclose a draft. Officers issue certificates faster when the drafting has been done for them.
- Follow up in writing, building a trail, and escalate to the head of office if the first request goes unanswered.
The final bill and its payment record are usually the strongest evidence, because they exist in the department's own accounts and establish both completion and value.
The habit that avoids all of this
Obtain the completion certificate when the work completes, while the engineer who supervised it is still in the chair and the file is still current.
It costs one letter at a moment when you have the department's attention anyway, and it saves weeks of chasing three years later. Firms that do this consistently can answer any similar-work clause the same day; firms that do not are permanently one document short.
Joint venture and subcontract complications
Where the work was executed by a joint venture, the certificate usually names the JV. Whether your share counts, and how, depends on the notice reading it. Where a certificate can be obtained stating your specific scope and value within the JV, it is worth having. See joint venture bidding.
Where you were a subcontractor, the position is harder. Many notices require experience as the principal contractor. A certificate from the main contractor may be accepted where the notice permits private-client experience, but read the clause before relying on it.
Private sector work
Where the notice permits private experience, a client certificate plus payment evidence, often TDS certificates, is the usual package. Where the notice restricts experience to government, PSU or autonomous bodies, private work does not qualify however well documented.
