How to Find Government Tenders You Are Actually Eligible For

Finding government tenders in India is not hard. Finding the ones you can actually win, without spending an hour a day reading notices you are not eligible for, is the real problem, and it is a filtering problem rather than a search problem.

Where tenders are published

Indian public procurement is published across several channels, and no single one carries all of it:

• The [Central Public Procurement Portal](/tenders/portal/cppp), carrying central ministries, departments and attached offices
• State e-procurement portals, one per state or union territory, carrying state departments, municipal bodies and state PSUs
• [The Government e-Marketplace](/tenders/portal/gem), for goods and standardised services
• Departmental portals, where large buyers such as railways and defence run their own systems
• PSU portals, where public sector undertakings publish their own procurement

Why searching by keyword fails

The instinct is to search for what you do: "road construction", "water supply", "housekeeping". Three problems.

Notices are titled inconsistently. The same work is described a dozen ways across departments, and some notices are titled with nothing but a reference number.

Keywords do not encode eligibility. A search for road work returns tenders requiring ten times your turnover alongside ones you could win, and reading both costs the same.

Volume. A broad keyword across all portals returns more than anyone reads, so the filter ends up being "whatever was on the first screen", which is not a filter.

The filters that actually work

Value band. The single most effective filter. Tenders far above your registration class or bid capacity are not opportunities, and tenders far below your cost base are not either. A band around what you actually execute removes most of the noise immediately.

Geography. Where you can mobilise economically. Bidding outside your operating area carries costs that a bid priced on home rates will not cover. See contractor registration classes for the registration dimension.

Category. What you actually do, in terms that match how buyers classify work. Browse categories to see the structure.

Eligibility. The filter that matters most and that most tools do not apply: whether your turnover and similar work record actually clear the notice's criteria.

Building a routine

The firms that do this well spend fifteen minutes a day, not two hours a week:

1. A filtered list, not a keyword search
2. A quick eligibility read on anything that looks plausible, in the order set out in how to read a tender document
3. A bid or no-bid decision the same day, using something like the bid or no-bid framework
4. Tracking what you declined, until it closes, in case a corrigendum changes the criteria

The last step is the one nobody does, and it is where a meaningful share of winnable tenders hide.

Watch the buyers, not just the tenders

A complementary approach that pays off over time: identify the departments and authorities that buy what you sell, in the places you work, and watch them specifically. Browse buying organisations.

Buyers are repeat customers. A department that tendered work like yours twice last year will tender it again, and knowing their pattern, their typical value band and their award behaviour is worth more than a wider search.

Past award data is public and tells you who wins, at what discount to estimate, and how many bidders turn up.

Alerts, done properly

Alerts are useful when they are narrow and useless when they are not. An alert that fires forty times a day gets ignored within a fortnight, which is worse than no alert because it creates a false sense of coverage.
