Which portal publishes All India government tenders?
All India state departments publish primarily on Government e-Marketplace. Central ministries and PSUs operating in All India publish on GeM and the Central Public Procurement Portal. Avsar indexes all of them in one place.
Do I need to be registered in All India to bid?
Most All India tenders are open to bidders registered anywhere in India, though some works tenders require state PWD registration of the appropriate class. The eligibility clause in each notice says which. Avsar reads that clause and tells you whether your registrations qualify.
Is EMD refundable on All India tenders?
Yes. Earnest money is refunded to unsuccessful bidders after the financial bids are opened, and to the successful bidder once the performance guarantee is furnished. MSEs registered on Udyam are exempt from EMD altogether under the Public Procurement Policy for MSEs 2012.
