It is read from NIC's Central Public Procurement Portal, the state procurement portals NIC aggregates, and GeM, and it is refreshed every minute. A notice published this morning and a corrigendum issued this afternoon both land here without you opening three portals.

What is indexed on this page

Everything on this list is a live notice, meaning its submission window is still open. Once a deadline passes the tender leaves the list rather than sitting at the bottom of it, so the count you see is the count you can still bid for today.

Three sources feed the index. NIC's Central Public Procurement Portal carries central ministries, departments and central public sector undertakings. The state procurement portals aggregated by NIC carry state departments, boards, municipal corporations and district offices. GeM carries bids run through the Government e-Marketplace. Between them the index covers all 36 states and union territories, every work category Avsar tracks, and hundreds of buying organisations across the portals listed on portals. The counters on this page render live figures from the database rather than a number typed into the copy, which is why they change through the day.

Ingestion runs every minute. This list works the same on a phone; the mobile app is not built yet. The status page shows when each feed was last read successfully and how many notices arrived in the last hour, so if the list looks stale you can check rather than guess.

How to search and filter without missing tenders

Search by noun, then filter by facet. That order finds more than the reverse.

The search box matches the notice title, its description, the reference number, the buying organisation's name and short name, the state and the category. Three kinds of query work well as a result:

  • A reference number, pasted from an email, a corrigendum or a colleague's message, takes you to the exact notice.
  • A buyer, typed as a short name or in full, returns everything that organisation has open. Browse them all on organisations.
  • A material or trade noun: borewell, transformer, MS pipe, housekeeping, pump.

What works badly is an adjective, or a phrase a procurement officer would never write. Tenders are titled in the buyer's vocabulary, not the seller's, so "supply, installation, testing and commissioning of submersible pump" is the register to aim at, not "water pump vendor". If a search returns nothing, drop back to the single most specific noun and add the state filter rather than adding more words.

What each tender card shows, and what it cannot

Each card carries the portal it came from, the work category, the time left before submission closes, the notice title, four fields for value, EMD, closing date and buyer, and the district, state and reference number underneath.

Two of those fields are often blank, and the reason is worth knowing. The public tender list feeds the portals publish carry the title, the buyer, the reference number, the portal, the state, the category and the dates. They do not reliably carry the estimated value, the EMD amount or any eligibility criteria. Those sit inside the tender document, which is a separate download. Where a feed does publish a figure, the card shows it. Where it does not, the card shows a dash rather than an estimate.

Treat the card as a triage device rather than a datasheet. It carries enough to decide whether the notice is worth opening. The numbers that decide whether to bid are in the document, and how to read a tender document sets out what to check and in what order once you open one.

Turning a shortlist into a bid decision

A list this size only becomes useful once it is cut to what you can actually qualify for, and the filter that does that is eligibility, not keywords.

Open a tender and Avsar reads its document, extracts the eligibility clauses, and checks each one against your company record: average annual turnover, similar work experience, registration class, certificates and the rest. Every verdict cites the clause and the page it came from, so you can hold the reasoning against the PDF instead of trusting a tick. It also separates out the capital a bid commits before it earns anything: earnest money at bid stage, and the performance guarantee on award. Bidding several notices at once parks that money with buyers until each one is decided, which is what treasury tracking exists to keep visible. Where you actually submit, and what Avsar does not do

Avsar is a private platform. It is not affiliated with, endorsed by or partnered with any government department, and nothing on this page replaces the source portal.

Bids are submitted on the portal that published the notice, using your own digital signature certificate. Avsar does not submit bids on your behalf, and does not hold or use a DSC. That is a deliberate design choice: a DSC is your legal signature, and a discovery tool has no business holding one. Every tender page links back to the original notice so you can download the official document and file where it was published.

The tender document is authoritative. Where this listing and the document disagree, the document wins. A corrigendum can change closing dates, quantities or eligibility after publication, and while the feeds are re-read every minute and the notice updated, you should still open the current document from the portal before finalising a bid.

How often is this list of live tenders updated?

Ingestion runs every minute against all three sources: the Central Public Procurement Portal, the NIC-aggregated state portals and GeM. New notices appear, corrigenda that change a closing date are picked up, and tenders whose submission window has closed drop off the list. The status page reports when each feed was last read successfully and how many notices were added in the last hour, so you can verify freshness rather than take it on trust.

Which portals and states does Avsar cover?

Central ministries, departments and central public sector undertakings come from NIC's Central Public Procurement Portal. State departments, boards, municipal corporations and district offices come from the state procurement portals NIC aggregates, spanning all 36 states and union territories. Why do some tenders show no estimated value or EMD amount?

Because the public list feeds published by the portals do not carry those fields reliably. A feed gives the title, buyer, reference number, portal, state, category and dates. The estimated value, the EMD amount and the eligibility criteria live inside the tender document, which is a separate download. Where a source does publish a figure the card shows it, and where it does not the card shows a dash rather than a guessed number. Opening the notice and reading the document is the only way to get those figures with certainty.

Can I submit a bid through Avsar?

No. Bids are submitted on the portal that published the tender, signed with your own digital signature certificate. Avsar does not submit bids for you and does not hold or use a DSC, deliberately, because a DSC is your legal signature. Each tender page links back to the notice on its origin portal so you can download the official document and file it there. Avsar's job ends at the point where you know a tender is worth bidding for and what it will cost you to bid.

How is this different from searching on eprocure.gov.in or a state portal directly?

Those portals are the authoritative source, and you will still submit your bid on one of them. The practical difference is coverage and search. CPPP shows central buyers, each state portal shows its own, and GeM is separate again, so finding everything relevant means repeating a search in several places with different interfaces. This page puts all of them in one list, sorted by closing date, with search that also matches reference numbers and buyer names, and filters for state, category and portal that combine in a single view.
